China's finance ministry hails more transparent central government departments

China's finance ministry said Saturday that 88 of the country's 98 central government departments had publicized their budgets by Friday, while more detailed data on spending for overseas travel, receptions and offitera goldcial cars will be unveiled in June.

The central government departments' budgets are becoming more transparent this year as more departments are publishing their budgets in a timely and detailed manner, the Ministry of Finance (MOF) said in a statement on its website.

The Ministry of Science and Technology published its annual budget on April 14, becoming the first ministry to do so this year.

Earlier this month, an executive meeting of the State Council, China's Cabinet, ordered that all 98 central government departments should publicize their budgets this year. Only 75 departments publicized their budgets in 2010.

The State Council also said that efforts must be made to enhance the "depth and scope" of government frift goldinancial information that is released to the public.

The central government departments are also expected to publish detailed information concerning how much they have spent and are planning to spend on overseas travel, receptions, and official cars.

US investment down sharply as FDI surges

BEIJING - US investment in China dropped sharply by 28 percent, while foreign direct investment (FDI) maintained drift goldouble-digit growth from January to April, the Ministry of Commerce said on Tuesday.

Crises Overshadow EU Finance Ministers Meeting

Man Claims He Was Fired for Inability to 'Urinate on Demand'

A Connecticut man who lost his job over refusing to take a drug test says he has a disability making him unable to "urinate on demand."

As a result, the former public works highway employee,Rift Gold Daniel Pond, is suing the town of New Haven for firing him. He says he requested a blood test instead, but was denied.

The town had required Pond to provide a urine sample for drug screening before he returned to the job in 2008 after a worker's compensation leave, according to court papers obtained by the New Haven Register.

He told officials of his "medical disability" and asked to give blood instead, but wasn't allowed, the lawsuit contends.RIFT Platinum Pond claims that even after drinking "very large quantities of fluids," he couldn't urinate into the container as asked. He was sent to a mandatory drug treatment program.

"The plaintiff suffers, and at all relevant times suffered, from documented medical disabilities, of which the defendant was fully aware, which make it virtually impossible for him to urinate on demand and severely limit his ability to urinate under any circumstances," the suit claims.

The situation repeated itself a year later, rift goldin 2009, with the same outcome: Pond cited his medical condition and was met with a refusal to screen him using blood rather than urine, his suit alleges.

Pond, who had been employed by the town's public works department since 2002, says he left the waiting room to call his wife and inform her of the situation. When he returned, he was told he'd failed the test in compliance with rules about leaving before completing a drug screening.

A hearing determined that he was in violation of the town's drug policy and he lost his job days later.

Pond filed his grievance this month in New Haven Superior Court and is asking for at least $15,000 in damages.RIFT Platinum He already has another case in the works related to his firing, which the state Department of Labor has ruled on in his favor but which has been twice appealed by the town.

Pond's complaint says he never had problems with alcohol or drugs, and the first signs of his medical condition emerged during the 2008 test.

Michael Rose, an attorney for New Haven, said officials were basing their actions on drug-testing guidelines set forth by the state Department of Transportation. Pond argues he passed nine drug tests between June 2008 and March 2009 and accuses New Haven of discriminating against him.

Study: Women Who Suffer Hot Flashes at Lower Risk for Breast Cancer

For menopausal women, hot flashes and sweats aren't usually something to look forward to, but new studies show these inconveniences may actually be a good sign.

Researchers at the Fred Hutchinson Cancer Research Center in Seattle found that women who experience these menopausal symptoms may have a 50 percent lower risk of developing the most common forms of breast cancer compared to other postmenopausal women.

Dr. Christopher Li, Rift Goldsenior study author and breast cancer epidemiologist at the Hutchinson Center's Public Health Sciences Division, and his colleagues suspected a link between menopausal symptoms and breast cancer due to hormones such as estrogen and their role in the development of breast cancers.

Li told AOL Health that women who experienced particularly intense hot flashes actually had the lowest risk of breast cancer.RIFT Platinum He and his research team posited that since fluctuations in hormone levels cause menopausal symptoms, those suffering the most severe symptoms would have the lowest estrogen levels and, therefore, the lowest risk of developing breast cancer.

The study, funded by the National Cancer Institute and published in Cancer Epidemiology Biomarkers and Prevention, was based on interviews with 1,437 postmenopausal Seattle-area women. Nine-hundred-ninety-eight of the women had been previously diagnosed with breast cancer,rift gold and 449 had not. Researchers found a 40 to 60 percent reduction in the risk of the two most common types of breast cancer among women who experienced hot flashes and other symptoms. So if this new study can help us better understand how hormones may impact breast cancer, could it also provide insights about the links between hormornes and other female cancers like ovarian and uterine cancers?

"Sometimes the link is the opposite of breast cancer," explains Saslow. Hormonal factors can sometimes affect these cancers in the same way, but other times hormones have totally different impacts in each type of cancer, she said.

Li believes it's worth further research, however. "I think that it's possible there are links," he says.

Footballers can retire with money in the bank, but ten thousand castoff athletes who are thoroughbred racehorses in the U.S. will meet their end with a bolt to the brain this year alone.Rift Gold But first, they will have to travel in cramped tractor-trailers, all the way to Mexico or Canada, before they get the chop. For horses, who are high-strung and nervous to begin with, the stress of "killer" auctions and the journey to slaughter is a nightmare.

A few weeks ago, a PETA undercover investigator filmed inside the breeding barns at one of the world's most expensive thoroughbred breeding facilities. We documented a factory assembly-line regimen in which stallions "service" more than 100 mares each in a single breeding season.RIFT Platinum Nearly 25,000 thoroughbred foals will be churned out of those breeding barns this year alone. Given that only about 20 horses will run in the Kentucky Derby, where does that leave the rest?

Coming Home is no isolated case, but this mare shows that lineage does not protect a horse from a bad and frightening end. Because horse slaughter is now outlawed in the U.S., thousands of horses will be tucked out of the country, on an often long journey. Some will put out an eye, others will be kicked and bitten, and some will fall and be trampled as they journey to their deaths. Others who are spared that ride may spend the rest of their days neglected, starved and forgotten, as in the case of well-known New York horse breeder Ernie Paragallo, who was convicted of starving nearly 200 horses.RIFT Platinum Owners who pay exorbitant stud fees turn their backs on horses who are too old or injured to run or who are just not fast enough. There are too many horses and too few retirement options.

While the best bet for the horses would be to stop betting on the Derby and other horse races, and to stop breeding, racing and killing thoroughbreds altogether, who could disagree that at the very least, the racing world, which makes millions upon millions from horses, should provide a decent retirement for the animals it no longer has any use for. But without it, tens of thousands of thoroughbreds will continue to be shipped to slaughterhouses in Canada, Mexico and even Japan, where Kentucky Derby winner Ferdinand ended up on a meat hook.

A Tribute to the New Bundesliga Champions

Over the years, in European football, fans have become accustomed to the league titles in the different countries being won by a select few teams year after year. Götze has been an absolute revelation in the Dortmund team; still only 18 years of age come the end of the season, but a true mainstay in the first team.rift gold He has rewarded his manager's faith in him by adding a touch of class, vision and technique, coupled with a youthful exuberance saw him become a key member of Klopp's team. When I think of September 11, I of course think of the thousands that died and all of the policemen and firefighters who risked their lives trying to protect our country. Having said that, the role that Major League Baseball played in the aftermath of September 11 is something that was truly special to me. Evan Dunham will have to wait a little longer to snap his two-fight losing streak.

Girls With Migraines More Likely to Gain Weight

Women who have migraines earlier in life are more likely to gain excess weight later on, Reuters reports. RIFT PlatinumA new study shows four out of every 10 women with childhood migraines had gained at least 22 pounds since turning 18.

The connection could be caused by the headache-related pain, scientists believe, adding that the nausea and vomiting associated with migraines may make women change their eating and exercise patterns.

The study showed headaches were also more common in obese women: rift goldone out of every four obese women reported having a migraine at some point compared to only one in six women of a healthy weight. The higher the weight, the more common the headaches occurred, researchers said.

A 2009 study found that obese children who lost weight while being treated for migraines started having fewer migraine symptoms compared to their peers who maintained or gained weight.

Air Travelers May Have Been Exposed to Measles

Public health officials are warning travelers and workers present at four U.S. airports on two recent days that they may have been exposed to measles from a traveler arriving from London.

Authorities said Saturday that a New Mexico woman later confirmed to have measles arrived at Washington Dulles International Airport late in the afternoon of Feb. 20. Two days later,Rift Gold the measles-infected traveler departed from BWI Thurgood Marshall Airport near Baltimore on an evening flight to Denver, Colo., and then on to Albuquerque, N.M.

The traveler became sick and was subsequently diagnosed with measles in New Mexico, said Tom Skinner, a spokesman for the Atlanta-based Centers for Disease Control and Prevention. He said Saturday night that authorities in those states are trying to notify travelers who sat close to the infected passenger on the flights.

The New Mexico Department of Health's scientific laboratory division didn't identify the traveler by name but said she was a 27-year-old Santa Fe, N.M., woman who had not been immunized against measles.

"The appropriate steps are being taken to reach out to those passengers on the plane that were in close enough proximity," RIFT PlatinumSkinner said of those seated five rows in front or behind the infected passenger.

Although most Americans have been vaccinated for measles or are immune because they've had the disease, public health officials are concerned about those not immunized, including babies. Pregnant women and those with weakened immune systems are also more at risk.

Authorities say people who were at the airports at the same time as the infected traveler and develop a fever or other symptoms should contact their doctors.

Dr. William Schaffner, an infectious disease specialist at the Vanderbilt University School of Medicine in Nashville,rift gold said the potential exposure of so many travelers in airport terminals is a cause for concern.

City of Angels

Wat Pho is the oldest and largest wat in Bangkok. It has the largest reclining Buddha and the largest collection of Buddha images in Thailand. People call Wat Pho the first university in Thailand. An early king had texts carved in stone and set around the temple so that people could read and learn from them. 5 Killed in Central Baghdad Car Bombings

Iraqi officials say two car bombs exploded near an entrance to Baghdad's heavily-fortified Green Zone killing at least five people.

Security officials rift gold say Monday's blast occurred at around 8:30 a.m. local time as cars carrying employees and government officials waited to enter the area.

At least 15 people were wounded in the bombings, including five Iraqi soldiers.

The Green Zone is a sprawling complex in central Baghdad that houses many Iraqi government buildings and foreign embassies.

Strikeforce Champ Nick Diaz Could Be Georges St. Pierre's Next Opponent

TORONTO -- Georges St. Pierre was barely a few minutes out of his last fight when the MMA world began speculating about what fight he would find himself in next. One thing is certain: the welterweight ranks keep thinning as GSP continues to mow through contenders. And since he's beaten several of the top-ranked UFC stars already, the UFC might well go to plan B.

Long discussed has been the possibility of a super fight with middleweight king Anderson Silva, but there are a few possible roadblocks. For one, St. Pierre hasn't committed to moving up a weight class. Also, he'd be forced to wait a few months, as Silva already has a scheduled title defense against Yushin Okami in late August.

The other alternative? How about a champion vs. champion bout with Strikeforce titleholder Nick Diaz?

"I'd like to see it," said just-vanquished Jake Shields, a teammate of DIaz's.

What say you, UFC president Dana White? Since Diaz is a Strikeforce fighter, and has the ability to box in his contract, could that fight even get made?

"I imagine I could do whatever I wanted to do if I really wanted," White said. TERA Gold "But we have a contract with Showtime, and he's a Strikeforce fighter. We'll see how it works out, but that's an interesting fight."

Later, when White was asked if St. Pierre had exhausted all his challenges at 170, White brought up Diaz again as a possibility.

St. Pierre did it despite injuring his eye around the second round. He said afterward that he couldn't see out of the eye for the rest of the fight. Because of it, he went to the hospital afterward.

While the Silva superfight has been talked for months now, White warned that the UFC has yet to approach either side about it, RIFT Platinum and given White's praise of Diaz, it seems he's just as strong a possibility. That would be just fine with Shields.
